Private jet and helicopter charter in China, and why it disappoints

On the few legs where it works, a jet removes a long drive or a bad connection between provincial airports that have one flight a day. Helicopters are useful for short scenic hops where a local operator already holds the route approvals.

The experience

Picture your day

Charter inside China is possible but it is an aviation-permissions exercise rather than a travel booking. Most airspace is under military control, and historically less than a third of the country's airspace was open to non-military flight. Since 1 December 2013 companies and individuals flying private jets or helicopters no longer need their flight plans pre-approved by the military, but they still need approval from the Civil Aviation Administration of China, must stay out of designated no-fly zones, and nine categories of general-aviation operation, including border areas, prohibited zones and aerial photography over sensitive areas, still require prior mission approval and transponder use.

What makes it different

The access, explained

Treat every charter offer as needing proof, not a brochure. The approvals are per flight and per route, held by the operator, and the awkward legs are exactly the scenic ones: border regions, Tibet, Xinjiang and anywhere near a military field. Hainan has run low-altitude trials allowing helicopters to fly below 1,000 m without per-flight permission since 2011, which is why sightseeing flights there are more reliable than elsewhere. We could not confirm current rules for foreign-registered aircraft or foreign pilots operating inside China, and our best sources on the easing date from 2013, so the current position under the low-altitude economy push is unverified.

Planning the details

How to arrange it. Through a CAAC-licensed Chinese operator, or an international broker that will name the Chinese operator and the aircraft's registration. Ask for the operating certificate, confirmation that the specific route is approved, and the lead time for the permission, which is days rather than hours. Do not assume a quoted departure slot is held.

Ask for written confirmation of the date, duration, guide language, transport, admission and cancellation terms. Any restricted access must be confirmed by the venue.

Good to know

The commonest disappointment is a booked helicopter flight cancelled on the day because the permission did not come through, and the money is usually not the problem. Build no connections off a charter leg. On most itineraries, scheduled business class on a high-speed train or a domestic flight plus a good car and driver is faster, cheaper and far more certain, and that is the honest recommendation for all but a few routes.
